Lansdowne is one of Ottawa’s most iconic gathering places. It’s a space where people can cheer on local teams, attend concerts and festivals, enjoy the farmers’ market, meet friends for dinner, or simply spend time outdoors. As the City owns the land and all buildings at Lansdowne, it is the City's responsibility to maintain these facilities.
Some of the site’s important public facilities, including the stadium’s north side stands and the event centre, are nearing the end of their useful life and no longer meet today’s standards, particularly in the area of accessibility. The nearly 60-year-old event centre and north side stands require extensive and costly maintenance to remain operational, with costs only increasing as more time passes.
Lansdowne 2.0 is a strategic plan to modernize these aging facilities, improve public spaces, add more homes and businesses, and ensure Lansdowne continues to serve as a year-round destination. The plan protects and enhances an asset that belongs to the people of Ottawa, leveraging the City’s investment with significant revenues that will pay the majority of the cost. This initiative is focused on maintaining public infrastructure and creating an improved space for residents, visitors, and future generations.
What’s included in Lansdowne 2.0?
Lansdowne 2.0 is the City’s innovative plan to update the site so it can continue to serve residents and visitors for decades to come. The proposal aims to enhance the experience for everyone who visits or lives on-site and generate revenues to offset most of the cost of construction.
The revitalized Lansdowne will include:
A new and improved event centre: This will replace the aging TD Place Arena (formerly the Civic Centre) and create a more attractive venue for concerts, community events, and professional sports. Core priorities for the new centre include full accessibility and gender-inclusive facilities. The event centre will feature a striking exterior and improved energy efficiency. It is also being designed to specifically address the needs of professional women’s sports, including the Ottawa Charge, with customized dressing rooms and training spaces.
The event centre will accommodate up to 7,000 people for concerts and 6,600 for hockey. This total capacity includes 5,850 seats combined with popular modern viewing areas where fans can gather together to watch while standing. Based on consultation with event organizers, tourism officials, and others, this size is strategically planned for the Ottawa market, positioning the facility between the more intimate National Arts Centre and larger venues like the Canadian Tire Centre and a potential new downtown arena.
Modern north side stadium stands at TD Place: These will offer upgraded seating, wider concourses, additional washrooms, and significantly improved accessibility for fans and visitors. Like the south side stands, the new stands will no longer have a roof, though the City is exploring options to provide some weather protection.
New housing: The project will introduce hundreds of new residential units to Lansdowne, contributing to Ottawa's housing needs. The City will earn revenue from the sale of air rights (the rights to build above the land) for these towers, which will help fund Lansdowne 2.0 and affordable housing in Ottawa.
Revitalized Public Spaces: Lansdowne 2.0 will feature reinvigorated public areas and green spaces including the return of the Great Lawn for festivals and concerts, and the reintroduction of a berm for play, relaxation, concert viewing, and tobogganing. These spaces are intended for year-round community activities, events, and recreation. New pathways, seating areas, and outdoor venues will enhance the visitor and resident experience.
Public Art Program: $2 million of the total project budget will be dedicated to creating dynamic public art installations, celebrating Ottawa's diverse culture.
These upgrades are designed to replace aging infrastructure, improve accessibility and sustainability, and support tourism, small businesses and local jobs, making Lansdowne a more inclusive and vibrant year-round destination.

Welcome to the first edition of our monthly Lansdowne 2.0 newsletter.
We are glad to have you following along as the City builds a new Event Centre, modern North Side Stands, and renewed public spaces.
The project will roll out in three distinct construction phases:
- New Event Centre (Q4 2025-Q3 2028)
- New North Side Stands (Q4 2028-Q4 2030)
- Mixed-use development and retail spaces (Starting in 2031)
Construction is being executed by EBC Inc., with oversight from the City of Ottawa.
Each newsletter will include a summary of the work completed over the past month, an overview of the schedule for the month ahead, and important updates related to the construction project. We will also sprinkle in some interesting facts and figures to help keep you informed about what is happening behind the scenes.
Completed Work
December marked the start of preliminary work for the Event Centre. This work sets the stage before construction can begin.
Here is what was accomplished:
- Fencing: The Event Centre construction site has been secured with a mix of fencing and hoarding located around the Great Lawn, adjacent to the TD Place east endzone, and along the temporary haul road behind the South Side Stands. This measure will safely separate construction zones from public areas to minimize disruption and ensure a safe environment for everyone.
- Great Lawn and sledding hill: The Great Lawn and sledding hill have been temporarily closed to the public to allow for the construction of the new Event Centre. Once the new Event Centre is complete, a reinstated Great Lawn and sledding hill will reopen to the public. For further information on alternative sledding hill options, please visit ottawa.ca.

Tree removals completed: Tree removal was limited strictly to areas required for construction. To offset these removals, a comprehensive replanting plan is in place:
- City-owned trees will be replaced at a one-for-one ratio.
- NCC-owned trees will be replaced at a two-for-one ratio.
- In total, the 122 trees removed will be replaced by 126 new trees.
- Protective measures will be put in place to safeguard the remaining trees that are nearby construction.
- Site trailer set up: The trailers that will serve as temporary offices for the Lansdowne 2.0 project teams were delivered.

The beginning of 2026 will focus on the excavation and servicing for the future Event Centre.
Here is what is on the schedule for January:
- Removing topsoil
- Starting berm excavation
- Removal, relocation and storing of Moving Surfaces artwork
- Localized demolition of portions of the existing South and North Side Stands. This includes a small portion of the lower-level South Side Stands adjacent to the east end zone and the removal of stairs and ramps outside of Gate 4. Access to TD Place events will continue to be available at all other gates throughout the construction of the new Event Centre.
Managing Construction Traffic and Minimizing Impacts
We understand that where construction vehicles travel is important to the community. Your safety is our top priority and we have the following measures in place:
- Everyone working on the project, including City Staff, consultants and contractors, receive a community overview prior to starting work to understand the importance of safely constructing the project within an established neighborhood.
- Construction traffic will be actively monitored and managed.
- Flag persons will be in place to direct traffic where required.
- On-site project team will oversee work and respond to community feedback.
The construction of Lansdowne 2.0 will see construction traffic follow a dedicated route along Bank Street when entering and exiting Lansdowne.
Further details regarding the flow of construction traffic in and out of Lansdowne will be shared in advance of upcoming excavation work.

When: Phase one will include the new Event Centre and Great Lawn (December 2025 – July 2028).
Where: The limits of construction associated with this project are within the Great Lawn to the east endzone of TD Place. As work begins, steps will be taken to safely separate construction zones from public areas to minimize disruption and ensure a safe environment for everyone.
Who: The City of Ottawa has retained the contractor, EBC Inc., to complete the work.

Notice of ExcavationJanuary 2026
The Lansdowne 2.0 project will revitalize and modernize publicly owned assets at Lansdowne, ensuring it remains a vibrant and sustainable destination for residents and visitors for decades to come. The redevelopment plan includes a new Event Centre, new North Side Stands, public realm enhancements, replacement retail, and a private development of two residential towers.
Preparatory works have progressed and berm excavation will be commencing the week of January 12. Included below is a detailed overview of this phase of construction.

What: Berm excavation will take place adjacent to the TD Place east endzone. Construction vehicles will be hauling materials off-site utilizing dedicated routes.
Why: Excavation is required to remove the berm and create space to allow for the construction the Event Centre foundation.
When: Berm excavation and hauling activities will take place starting the week of January 12 to early March. Work will take place during weekday hours between Monday and Friday.
Where: Excavation work will take place adjacent to the TD Place east endzone and within the Great Lawn. Empty hauling trucks will travel south on Bank Street from Highway 417 when entering Lansdowne. Depending on the nature of the work, vehicles will access the construction site either from underneath the Bank Street bridge or via Exhibition Way. Once loaded within the construction site, trucks will travel along a temporary haul road located behind the South Side Stands, proceed under the Bank Street bridge to Queen Elizabeth Place, turn right onto Wilton Crescent, and continue south on Bank Street.
Who: The City of Ottawa has retained the contractor, EBC Inc., to complete the work.

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. All internal streets will remain open, including Marché Way, Exhibition Way, Princess Patricia Way and Paul Askin Way.Increased construction traffic will be present on Bank Street, Queen Elizabeth Place, and Wilton Crescent during weekday hours. Construction traffic will be actively monitored with flag persons in place to direct traffic where required.

All soils moved during construction will follow Ontario’s Excess Soil Management rules to ensure safe handling. Prior to leaving the construction site, hauling vehicles will travel through a debris removal system to prevent loose debris or mud from falling or tracking onto public roads during hauling.

This comprehensive document outlines the final recommendations for City Council’s consideration as part of the phased approval process for the Lansdowne 2.0 renewal project.
Following on the April 2024 Council approval of a Design-Bid-Build project delivery model, City staff have completed the detailed facility design, received site plan approval for the new facilities, successfully tendered the construction design to pre-qualified general contractors, and successfully tendered the strata property rights (subterranean and air) for a mixed-use development opportunity.
Construction Contract
EBC Inc., a leading Canadian construction firm, submitted the best value bid of $312.8 million for the new Event Centre and North Side Stands.
Air Rights Development
Mirabella Development Corporation has been selected as the preferred proponent for the mixed-use development, with a winning bid of $65 million—up from the original $39 million estimate.
Project Budget Update
The total project budget is now $418.8 million, a reduction of $279,000 from the original estimate. Despite a slight increase in debt servicing costs, the City’s share has decreased from $5M to $4.3M due to improved revenue projections.
Next Steps:
City staff will present the final construction pricing and funding strategy to the Finance and Corporate Services Committee on October 29, with final Council consideration on November 7.
