The City is developing a Climate Resiliency Strategy to assess how Ottawa is vulnerable to climate change and identify strategies to mitigate the greatest climate risks.Climate change will impact us all in our daily lives. Heatwaves will increase heat related illnesses, shifting freeze-thaw cycles will cause more damage to roads and more intense rainfall will increase the risk of flooding.To develop a strategy that meets the needs of everyone in Ottawa we need your input. Whether for celebration, recreation, or expression, special events bring us together.Ottawa hosts a great variety of festivals, charity runs, and cultural and community events throughout the year.As Canada&rsquo;s capital and host to both the federal government and 128 diplomatic missions, we are also a place for political expression.These activities are regulated through the <a href="https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/special-events-public-and-private-property-law-no-2013-232">Special Events on Private and Public Property By-law (No. 2013-232)</a> and <a href="https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/special-events-city-streets-law-no-2001-260">Special Events on City Streets By-law (No.2001-260)</a>. The City of Ottawa is currently reviewing these by-laws to ensure that they effectively support festival and event organizers, and ensure that all participants can have a safe, enjoyable experience.During these reviews, the City will consider the unique nature of festivals and major events, community events and parades and demonstrations.Key questions to be addressed in this review include:<ul><li>Are application processes for special events permits efficient?</li><li>Do permit requirements and existing regulations effectively support the diverse array of special events hosted in the City?</li><li>Do regulations help ensure the safety and security of event patrons, staff, and volunteers?</li><li>Do regulations effectively manage community nuisance for neighbouring residents and businesses? </li><li>How can the City help organizers minimize the environmental footprint and reduce waste of their events?</li><li>How can the City foster equity, diversity, and inclusion with special event regulations?</li><li>Can regulations support continuing growth in the number of special events held annually?</li></ul><h2>Festivals and outdoor events with more than 500 people</h2>City staff will be consulting with Ottawa Tourism, the Ottawa Festival Network, event organizers, suppliers, workers and the public to explore opportunities to improve application processes and permit requirements, review user fees, and otherwise improve support for these community building activities.Economic and environmental sustainability will also be key considerations as part of these by-law reviews.<h2>Outdoor events with less than 500 people</h2>The current <a href="https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/special-events-public-and-private-property-law-no-2013-232">Special Events on Private and Public Property By-law (No. 2013-232)</a> only applies to events with more than 500 participants. However, the <a href="https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/special-events-city-streets-law-no-2001-260">Special Events on City Streets By-law (No.2001-260)</a> applies to events of any size, if they use City rights-of-way (streets and sidewalks). Many community organizations have also come to rely on the City to support more than 500 smaller community events each year. This by-law review will consider if a permit should be required for certain smaller events, and what that system might look like.<h2>Events on City Streets</h2>The <a href="https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/special-events-city-streets-law-no-2001-260">Special Events on City Streets By-law (No.2001-260)</a> regulates parades, races, sidewalks sales, block parties , and other events that occur, in whole or in part, on City Rights-of-Way (streets and/or sidewalks). Review of special event by-laws

The City is committed to reviewing the water, wastewater and stormwater rate structure periodically to make sure that it is still serving the needs of our residents and businesses, while still providing the funding necessary to provide exceptional services.<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/a40750341ce7b67772bf31eee73b3f7c62b27e94/original/1707921597/c6e067ddd360e8bf14956910501b3993_2024-014_WaterRateBill_Digital-Infographic-EN.png?1707921597" style="width: 895px;" class="fr-fic fr-dib"><h2>Why is the City reviewing the rate structure? </h2><h3>Water, wastewater and fire supply</h3>Today, the costs to deliver water and wastewater services are recovered through 20 percent from fixed charges and 80 percent from water usage. One of the challenges the City faces is that when there is more conservation, the high reliance on variable cost recovery may lead to inadequate cost recovery; however, the costs required to deliver these services remain the same. To balance water conservation with the cost of delivering services, the City of Ottawa is exploring ways to change how fees are charged. <h3>Stormwater</h3> One of the recommendations the City is exploring is using impervious surfaces captured using aerial imagery as the basis for allocating stormwater charges. Impervious surfaces are areas on a property considered highly resistant to water absorption, such as pavement, asphalt, concrete, brick, building material and structure rooftops.Although Council preferred the use of impervious surfaces in previous reviews, the lack of readily available data led to the use of property assessment as the measure for allocating stormwater charges for non-residential properties. With technological advancements, City staff can now revisit this cost allocation approach.<h2>Stormwater information for rural properties</h2>In the rural area, drainage is comprised of both municipal drains paid for by each property owner and stormwater services funded by the City&rsquo;s stormwater charges.There are over 700 municipal drains in Ottawa which remove excess water from private lands. Most municipal drains are located on private rural agricultural lands and are either ditches or closed systems such as pipes or tiles buried in the ground. Maintenance costs for the drains are recovered from the property owners benefiting from each drain and are not included in the stormwater rate.In addition to municipal drains, Ottawa&rsquo;s rural communities benefit from stormwater funded services such as ditches and culverts which divert runoff, prevent roads and buildings from flooding and preserve topsoil and nutrients on farmland. Some rural communities, where there is a higher density of properties (e.g. villages), may also benefit from underground stormwater infrastructure. The rural stormwater system is comprised of wet ponds, dry ponds, oil and grit separators, inlet control structures and stormwater infrastructure including:<ul><li>151 km of stormwater pipe drains</li><li>4,798 km of ditches</li><li>4,109 catch basins</li><li>more than 5,300 small and medium culverts</li></ul>The ongoing review seeks to ensuring equitable billing for all properties, including all rural areas.Accessible formats and communication supports are available, upon <a href="https://forms.ottawa.ca/en/form/occ/legislative/accessible-formats-document-request" rel="noopener noreferrer" target="_blank">request</a>.

Water rate structure review 

Background In 2005, the City of Ottawa hosted a Rural Summit to address the results of the City&rsquo;s Citizen Satisfaction Survey. This summit helped advance several successful initiatives in rural Ottawa. In 2008, another Rural Summit occurred, and this resulted in improved opportunities for rural residents. A Rural Summit has not occurred in over a decade due to the pandemic, a municipal election, and other priority projects. Recently, a new Official Plan was adopted, a Zoning By-law is being prepared, and the Rural Economic Strategy is being updated. In addition, the newly adopted City Strategic Plan supports stimulating growth in economic districts. These plans and regulations clearly impact rural Ottawa, and therefore it is an opportune time to consult with rural residents. At the City Council Meeting on December 14, 2022, Councillor Kelly brought forward a motion regarding the City of Ottawa hosting a Rural Summit. This motion noted that staff should be working to host the summit during the current term of council. The objective of Rural Summit 2024 is to recommend improvements to the provision of the City of Ottawa services to residents and communities of rural Ottawa. The rural communities in the city of Ottawa include Ward 1 Orl&eacute;ans East-Cumberland, Ward 5 West Carleton-March, Ward 19 Orl&eacute;ans South-Navan, Ward 20 Osgoode, and Ward 21 Rideau-Jock. <img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/cf79b02c177cdf6d36c6837616b63679b89828bc/original/1706897935/a9b27fae85e4308e7f93ac12a45c4844_rural_map.png?1706897935" style="width: 639px;" class="fr-fic fr-dib"> Project OverviewThe Rural Summit will address issues that are of specific interest to rural residents, rural businesses, and other stakeholders. Broadly, these issues include current services offered in rural Ottawa, future plans and policies impacting rural areas, and opportunities to build better rural communities. Public consultation and the Resident Working Group will work to identify the specific issues and concerns that will become the focus of the Rural Summit. Resident Working GroupThe Resident Working Group (RWG) was formed in January 2024 with the specific goal of organizing and coordinating the Rural Summit 2024 for the City of Ottawa. The RWG consist of of two members from each rural ward, appointed by the ward councillor. The Resident Working Group is committed to realizing the vision of the Rural Summit 2024 , which is to create an inclusive, engaging, and informative event that addresses the needs and aspirations of our rural communities. These efforts are driven by the principles of equity and inclusion, aiming to ensure that all rural residents have access to the benefits and opportunities the Rural Summit provides. Public EngagementWe&#39;re pleased to inform you about the launch of the Rural Summit 2024 survey, an initiative designed to gather insights from rural communities.The Rural Summit 2024 aims to address the unique challenges and opportunities encountered in our rural areas. To ensure that our discussions and workshops are tailored to your specific needs, we&#39;re seeking your input through this survey.Your participation is crucial as it will help shape the content and focus of ward-specific workshops scheduled for this spring. Theatres at Shenkman Arts Centre StrategyThe Shenkman Arts Centre (SAC) opened in Orleans in 2009 and operates in partnership between the City of Ottawa and the Orleans Town Centre Partnership (OTCP). Within the SAC, the City operates the theatres; a performing arts hall (500-seat Harold Shenkman Hall) and a studio theatre (162-seat Richcraft Theatre). In 2014, the theatres at Shenkman Arts Centre underwent an extensive strategic review, which identified strategic priorities and direction for the theatres from 2015-2020. The City of Ottawa has identified an opportunity to update and establish new strategic priorities for the theatres at SAC to reflect the current performing arts trends and priorities of the local community. Following engagement with theatres stakeholders and the general public, an updated 5-year strategic plan will be developed to establish a clear direction and delivery model for the theatres at Shenkman Arts Centre. Theatres at Shenkman Arts Centre Strategy

March 25, 2024 - UpdateUPDATE - March 25, 2024. We are pleased to announce that the Bingham Park Improvement Project will enter the construction phase as of the 1st week of April, 2024. As you are aware, there will be construction within every area of the park during this improvement project. The park will therefore be closed for the duration of the construction phase. Nearby parks include Cathcart, Bordeleau, Jules Morin, Riverain and Optimiste Parks. All these locations offer playgrounds and greenspace, Bordeleau and Riverain Parks offer splash pads and wading pools can be found in Jules Morin and Optimiste Parks.Construction will start the first week of April and be completed by the end of October. We thank you for your cooperation and look forward to the fall park re-opening. The City is looking for your help to improve Bingham Park. Bingham Park is a 0.68 hectare park located in Ward 12 Rideau-Vanier. It is bordered between Bolton St., Cathcart St. and Dalhousie St. The park&rsquo;s municipal address is 145 Cathcart Street. Existing park amenities include a tennis court, wading pool, play equipment, site furniture, service building, community flower garden, seasonal outdoor rink, baseball diamond, pathways, open greenspace, public art fencing, trees and landscaping.A community survey was conducted in fall 2021 in which residents were invited to identify the amenities they would like to have included in Bingham Park. The survey results were presented and discussed during an online consultation held on February 24, 2022.Residents were invited to review and provide comments on the proposed preliminary concept design posted between September 26 and October 17 as well as during an online presentation held on October 3.A follow up meeting was held with representatives of the Friends of Bingham Park and the Lowertown Community Association to review the comments received.The City and the Consulting team tried to accommodate as many requests as possible and are please to present the proposed final concept drawing. At this time, the City invites residents to review and provide comments on the proposed final Concept Design which can be found under the Concept Design tab on the right of your screen. The questionnaire is a blank form that can be used to provide comments.The consultation period will be open from April 27, 2023 to May 17, 2023.Once the consultation period is completed, the City will review all comments received and proceed to the detailed design phase of the project followed by the tendering process. At this time, we anticipate a construction start in late fall 2023 with completion in summer 2024.
