The City of Ottawa is seeking input on concept plans prepared for the renewal of the tennis courts and the addition of new basketball courts at Mooney&rsquo;s Bay Park.New Basketball Courts Development The new double basketball courts will be located south of the existing tennis and pickleball courts and positioned to maintain a 12-foot-wide groomed cross-country ski trail between the courts and Riverside Drive. The project scope includes:<ul type="disc"><li>Construction of a double basketball court with an asphalt surface.</li><li>Installation of basketball posts, hoops, and backboards as per City standards.</li><li>Fencing to prevent basketballs from travelling onto the adjacent multi-use pathway.</li><li>Lighting poles and luminaires compliant with City and NCC requirements (full cut-off and timed lighting).</li><li>Approximately four benches, including accessible seating areas.</li><li>An accessible asphalt pathway connection to the existing multi-use pathway.</li></ul>Tennis Courts Redevelopment This project involves the lifecycle replacement of the Mooney&rsquo;s Bay Park tennis courts. Planned improvements include:<ul type="disc"><li>Replacement of the asphalt surface for two tennis courts.</li><li>Removal and reinstatement of fencing around the courts, maintaining the current layout.</li><li>Extension of asphalt surfacing by one metre beyond the fence line to support positive drainage.</li><li>Accessible pathway connection from the existing multi-use pathway to the courts.</li><li>Replacement of four light poles with new concrete poles and LED lighting fixtures.</li><li>Installation of one accessible bench on each side of the courts.</li><li>Painting of tennis and pickleball lines in accordance with City standards and the City&rsquo;s Tennis and Pickleball Strategy.</li></ul>Project Timeline and Consultation Construction for the tennis courts is anticipated to begin in 2026, subject to Council approval of the 2026 Parks Program budget. Construction for the basketball courts is planned in alignment with lifecycle schedules, and both projects will aim to minimize disruption to park users during implementation.Concept plans for both projects are available in the Document Library on this page. Many residents who live on low and moderate incomes face challenges in finding housing that meets their needs.The City and its partners have had successful investments in prevention services and creating new supportive and affordable housing options over the last number of years. Unfortunately, these investments have not kept pace with the pressures facing those that are the most vulnerable in our housing system, and homelessness continues to rise.To address these challenges, the City of Ottawa, with the support of community partners, is committed to ensuring a diverse range of housing options and support services are available to those who need them. Staff are currently reviewing the City&rsquo;s 10-Year Housing and Homelessness Plan and your input is essential to help ensure it reflects the needs of our community.The current <a href="https://documents.ottawa.ca/sites/default/files/housingplan20202030.pdf">10-Year Housing and Homelessness Plan (2020-2030)</a> was approved by Council in 2020. The City&rsquo;s 10-Year Plan was approved by Council in June, 2020, so the mid-point review is underway. <h2>Moving in the right direction</h2>Ottawa has grown into a city of one million residents. Over the next 25 years, that number is expected to grow to more than 1.4 million. With that kind of growth, we need to revisit how people, vehicles and goods move through our city.As we update the Transportation Master Plan, we have important decisions to make as individuals and as a city. While some might be easy, others will require more thought. We need to have thoughtful and meaningful discussions to ensure Ottawa becomes the most liveable mid-sized city in North America.Transportation decisions affect all of Ottawa&rsquo;s residents and businesses. No matter if you walk, drive, cycle, bus, take the light rail transit or scoot, whether you ship products or have them delivered, or whether you own or share a car, how people and goods move through the city affects you. All the choices we make moving forward will require some give and take. Transportation Master Plan Update

Mooney&rsquo;s Bay is a vibrant 29-hectare park located along the Rideau River in Ward 16. It is leased by the City from the National Capital Commission. It features Mooney&rsquo;s Bay Beach, the Mooney&rsquo;s Bay Beach Pavilion, the Terry Fox Athletic Facility, playgrounds, the Sue Holloway Fitness Park, beach volleyball courts, tennis and pickleball courts and parking. This destination park hosts major summer events, including the Ottawa Dragon Boat Festival and the H.O.P.E. Beach Volleyball SummerFest, with the beach open from mid-June to late August. In the winter, the park is a hub for cross-country skiing and snowshoeing. The existing Mooney&rsquo;s Bay Beach Pavilion, built in 1964, is nearing the end of its useful life. It currently houses a canteen, public washrooms/changerooms, lifeguard facilities, a multi-purpose room, staff office, and storage, operating as a three-season building. The City, working with a consultant, is preparing a feasibility study for the future replacement of the Beach Pavilion. Two preliminary concept options have been developed for a new Beach Pavilion including <a href="https://engage.ottawa.ca/45814/widgets/201594/documents/151032" rel="noopener noreferrer" target="_blank">one-storey</a> and <a href="https://engage.ottawa.ca/45814/widgets/201594/documents/151031" rel="noopener noreferrer" target="_blank">two-storey options</a>. Both options could accommodate year-round usage. The timing to initiate the future design and construction project phases after the completion of the feasibility study is unknown and is dependent on future funding approval. The preliminary concept options have taken into consideration the feedback that was collected from <a href="https://engage.ottawa.ca/45814/widgets/201594/documents/151085" rel="noopener noreferrer" target="_blank">the initial public engagement initiative in 2018</a>. Close to 1,000 participants provided insights on desired features in the redeveloped pavilion. Mooney's Bay Beach Pavilion Replacement Project - Feasibility Study 

The Commemorative Naming Policy for Municipal Streets, Parks and Facilities was initially approved by Ottawa City Council in July 2002. On February 8, 2023, Ottawa City Council passed a motion to pause the Commemorative Naming Program to conduct a comprehensive review of its policies, aligning them with the new overarching <a href="https://ottawa.ca/en/city-hall/city-manager-administration-and-policies/policies/administrative-policies#section-226cb283-b39a-4e8c-ae28-801a359f49c6" target="_blank">Municipal Commemoration Policy</a>.On July 10, 2024, a revised <a href="https://ottawa.ca/en/city-hall/city-manager-administration-and-policies/policies/administrative-policies/commemorative-naming#section-28965ca7-2337-4000-8425-dffb289cafbe">Commemorative Naming Policy</a> was presented to Ottawa City Council for consideration and subsequently approved.The City is now conducting public consultation on <a href="https://ottawa.ca/en/city-hall/city-manager-administration-and-policies/policies/administrative-policies/commemorative-naming#section-b3e49cec-ba7b-4df8-8bc6-8d595ccfb218">commemorative naming proposals</a>. Project BackgroundThe City of Ottawa purchased 1245 Kilborn Place in December of 2023 with the goal of broadening the mix of housing types available in our community. The City aims to create a well-designed development on the site that contributes to an affordable, integrated and complete community.This large property has convenient access to transit and a range of services and amenities nearby which will help people integrate into their new homes. The intention is to develop a community hub that will include supportive housing, other housing types like affordable and market rent units, social and health services, and other complementary uses that will benefit both residents and the wider community.Creating housing options ensures that everyone can find a place to live. There is an opportunity for this site to contribute to building a livable community with different types of housing to meet the needs of all residents and to address Council&rsquo;s priority to create a city that is more affordable and is more livable for all. 1245 Kilborn PlaceThe property at 1245 Kilborn Place is 3.5 hectares (8.7 acres) in size. It contains a three-storey building that was built in 1957 and was previously used as a seminary, offices and residences by the Catholic Church. These studies will give staff and the community the information that is needed to plan for the long-term use of the property. This work includes:<ul><li>Review of supportive housing and community services system to understand the gaps and needs that currently exist</li><li>Building condition audit to understand the condition of the existing structures</li><li>Environmental Site Assessment to see whether there is any contamination on the property from previous uses and plan for any remediation that may be required</li><li>Preliminary Tree Inventory and Environmental Impact Study to understand the condition of existing trees and natural elements currently on the property</li><li>Developing an engagement plan to ensure meaningful engagement with the housing and homelessness sector, the Ottawa Aboriginal Coalition, Indigenous service providers and the public.</li></ul>Public engagement on the concept plan for the site will begin in fall 2025, once this background review and studies are completed. Key findings from these studies will be shared with the public. Public EngagementThroughout the development of the concept plan for 1245 Kilborn Place, City staff will engage the housing and homelessness sector, Indigenous partners and the public on the design and programming of the site.Members of the community will have opportunities to share their thoughts and ideas on the concept plan. The engagement process will include online and in-person opportunities from approximately fall 2025 to summer 2026. What is Supportive Housing?A healthy and complete community contains a wide range of housing types. In January 2020, City Council declared a housing emergency, acknowledging the growing need in our community for housing options. Since then, City staff have explored different ways to increase capacity across the housing system and help people find a place to live. Through the City&rsquo;s 10-Year Housing and Homelessness Plan, the City encourages the creation of supportive housing as one of these options.Supportive housing is a housing development that combines rental or housing assistance with on-site, flexible and voluntary support services. These services may take a variety of forms and vary in intensity based on people&#39;s needs related to physical or mental health, developmental disabilities and substance use.Permanent supportive housing, which differs from transitional housing and emergency shelters, provides long-term housing where tenants can live as long as they choose. Residents become members of the community, benefiting from support services to help maintain their housing and well-being.

1245 Kilborn Place Concept Plan

BackgroundThe Ontario Heritage Act enables municipalities to protect properties of architectural and historical significance. As a result of a 2020 Centretown heritage study, more than 200 properties in the Golden Triangle were listed on the City&rsquo;s Heritage Register under Section 27 of the Ontario Heritage Act. Through the implementation of Bill 23, changes to the Ontario Heritage Act mean that properties listed on the City&rsquo;s Heritage Register will be removed on January 1, 2027 unless designated under Part IV of V before that time. Through this heritage conservation district, these properties will be protected under the Ontario Heritage Act.Project OverviewIn 2022, City Council directed staff to undertake a study to further analyze the Golden Triangle&rsquo;s potential for designation as a heritage conservation district. In 2024, City Council approved the Golden Triangle as a priority study.What is a heritage conservation district study?A heritage conservation district study is the process to gather information on a specific area for consideration of a heritage conservation district. The purpose of the study is to examine the character of the area which includes its buildings, structures and other features. The Golden Triangle has been identified to study for a heritage conservation district for its history, architecture and intact streetscapes. The key deliverables for the study include: <ul><li>Historical, contextual and architectural summary of the study area based on previous studies including the ERA Centretown Heritage Study and the 1997 Centretown Heritage Conservation District Study </li><li>A heritage inventory and evaluation of properties located within the Golden Triangle Heritage Conservation District Study Area </li><li>Heritage Conservation District Plan that meets the requirements outlined in the Ontario Heritage Act. </li></ul>What is a heritage conservation district?Part V of the Ontario Heritage Act allows municipalities to recognize and protect neighbourhoods, rural landscapes, main streets, or other areas of special cultural heritage value that have a cohesive sense of time and place. Although each district is different, many share common characteristics. Heritage conservation districts may have:<ul><li>A concentration of heritage buildings, sites, structures, and cultural landscapes</li><li>Visual coherence through the use of building scale, mass, height, material, proportion, and colour that convey a sense of time and place</li><li>A distinctive character that distinguishes them from neighbouring areas</li></ul>District designation allows City Council to manage and guide future change in the district through adoption of a district plan with policies and guidelines for conservation, protection and enhancement of the district&rsquo;s special character. What will district designation mean to me?Once a district has been designated under the Ontario Heritage Act, City Council regulates changes and development in the district. This does not mean that change and development cannot take place. Rather, it means that changes and development are managed to ensure that they are sympathetic to and enhance a district&#39;s historic character. If property owners wish to alter the exterior of their building, they are required to submit an application to the City of Ottawa. If the alterations are minor in nature, the application is reviewed by Heritage Planning staff and a heritage permit is usually issued within five to 10 business days. For more extensive, large-scale alterations, the application will be reviewed by the Built Heritage Committee, Planning and Housing Committee and City Council. City Council will consent to the proposed alteration, refuse it, or consent to it with conditions. An application for a permit under the Ontario Heritage Act has to be processed within 90 days or it is deemed to be approved. Permission must also be obtained prior to demolishing a building or constructing a new one. The interior of a building is not regulated through a heritage conservation district designation.The Golden Triangle is a primarily residential neighbourhood that is part of the greater Centretown neighbourhood and can roughly be described as the area bounded by Lisgar Street to the north, the Rideau Canal to the east, the Highway 417 to the south and Elgin Street to the west. Adjacent to these boundaries is the existing Minto Park Heritage Conservation District, which was designated under Part V of the Ontario Heritage Act in 1988. The Centretown Heritage Conservation District, designated in 1997 is located to the west of the Golden Triangle, and includes Elgin Street.Study area<img src="https://s3.ca-central-1.amazonaws.com/ehq-production-canada/0d6e3f4930981eca15d2921aa9d0743b434db89b/original/1743701607/dc3e420c871df267aca604a6b7b4a7f6_golden_triangle_HCD_study_area.jpg?1743701607" style="width: 800px;" class="fr-fic fr-dib"> The area is comprised of mainly early 20th century residences, in a variety of revivalist styles and built forms, including several walk-up apartments. Many of these buildings have been converted into multi-unit residences, or diplomatic functions, providing housing and office space to a wide range of people. Elgin Street acts as the commercial hub for the neighbourhood, with several businesses and places of worship. The neighbourhood also features generous green spaces, especially along the Rideau Canal. The Golden Triangle boasts three City parks, mature trees and softly landscaped front yards. The area&rsquo;s eastern boundary is the Rideau Canal, which was originally constructed for military use between 1826 and 1832. By the end of the 19th century, the Rideau Canal was primarily used for recreational activities including boating and skating. At this time, residential developments started to appear along the canal.In the 1960-1970s, the northern, southern, and eastern edges of the neighbourhood saw an influx of modern residential towers, which demonstrate a second development period of construction within the area.Get involvedThere will be several opportunities for participation throughout the project. This includes an initial information session, consultation on the draft once it has been prepared, as well as attending the statutory public meeting. Additionally, heritage staff area available by phone and email to answer any questions you might have about this project.The City is looking to form a Community Advisory Group, a group of volunteers interested in providing comments and feedback on draft policies. Golden Triangle Heritage Conservation District 

The City of Ottawa is updating its Official Plan for consistency with the 2024 Provincial Planning Statement (PPS), as required by the Planning Act. In addition, minor amendments to the Official Plan are proposed, such as clarifications to policy language, corrections of policy or mapping errors, and policy adjustments to address omissions or to ensure that the Plan is consistent with Provincial legislation. All Volumes of the Official Plan are subject to this review, including Volumes 2A, 2B and 2C in relation to secondary plans and area-specific policies. The amendments will include changes to policy (text) and schedules (mapping).What is the Official Plan?The Official Plan is a comprehensive document that outlines the policies, objectives, and goals governing land use and development in the City of Ottawa.What is the Purpose of the Amendments?The Provincial Planning Statement (PPS) came into effect on October 20, 2024, replacing the Provincial Policy Statement enacted in 2020. The purpose of the 2024 PPS is to provide direction on matters related to land use planning in Ontario and municipal planning policies, including Ottawa&rsquo;s Official Plan which must be consistent with this statement. Beyond the Brim exhibition 

<h2>Background</h2>Lansdowne is a place of history and civic pride. For over 175 years, it has been a gathering place for neighbours, residents of Eastern Ontario and Western Qu&eacute;bec, and for tourists from across Canada and around the world. It is a place of connection and celebration for sports, cultural and community events.In 2012, City Council entered into a 30-year partnership (now a 40-year partnership) with the Ottawa Sports and Entertainment Group (OSEG) for the renewal and revitalization of Lansdowne with a new South Stadium Stands, new mixed-use retail and reimagined public realm spaces and subterranean parking.In December 2020, City Council directed a working group made up of City and OSEG representatives to consider options to enhance the sustainability and long-term financial viability of Lansdowne&rsquo;s operations and the Partnership.In July 2021, Council agreed to move forward with the recommended Framework as described in the staff report.Staff were asked to bring forward detailed plans and cost estimates for the revitalization of Lansdowne Park including a funding strategy for the City&rsquo;s portion; an assessment of revenue neutrality and assessment of the financial implications for the City for the term of the Partnership agreementSince July 2021, City Staff and OSEG have done due diligence to review the formal business case, reviewed financial projections and proformas, assessed feasibility of affordable housing, undertake geotechnical work and hydrogeological investigations, and develop a class D estimate for the project.<h2>Proposal</h2>The proposal celebrates and honours the storied history of Lansdowne as a bedrock of Ottawa&rsquo;s civic, cultural and sports identify while presenting a generational opportunity to renew and transform these city assets.Using the Lansdowne Guiding Principles as the framework, the proposal also builds on the collaboration and vision that has guided development at Lansdowne to date. These Guiding Principles, developed in 2010 by the City, National Capital Commission (NCC), Parks Canada and OSEG in consultation with the public, envision a site that reflects the history, unique location and role of Lansdowne as a year-round gathering place for our Capital City. Lansdowne 2.0 is consistent with these Guiding Principles and represents an important next step in achieving the vision for this site.The proposal is to demolish the existing North Stadium Stands and arena complex, and build a new, world-class Event Centre and North Stadium Stands. This new public infrastructure will make the venues accessible, sustainable, and better position Lansdowne as an iconic, landmark site. New retail podium and additional residential units are also included within the proposal. In line with the City&rsquo;s Official Plan, the residential component will bring additional density to Lansdowne, while providing a significant part of the funding envelope for Lansdowne 2.0.Below are the highlights from the proposal:<h3>Concept Plan</h3><ul><li>Council was asked to &ldquo;approve in principle&rdquo; the proposed concept plan. This means that the concept plan may be subject to change as we go through the consultation process.</li><li>OSEG has provided a proposal and concept plan to create a new state-of-the-art Event Centre with 5,500 seats that will support an expansion of local events, concerts, and markets.</li><li>Reconstruction of the North Side Stands to replace the aging infrastructure and rebuild it to the latest accessibility standards.</li></ul><h3>Overarching Financial Key Messages</h3><ul><li>The project is affordable and self-financing. There is no additional cost to Ottawa taxpayers.</li><li>It is revenue neutral, meaning there are sufficient additional revenue sources to fund the total cost of this project including the financing costs.</li></ul><h3>Rationale for Air Rights proposal</h3><ul><li>By following the same process as was done during the initial redevelopment, with oversight by a Fairness Commissioner, staff believe the sale or lease of these air rights creates significant added value by generating revenue to offset the project costs and helps to make the overall business case affordable to the City.</li><li>The City commissioned an external appraisal firm to assess the land sale prices on a per square foot of anticipated development density. CREO&rsquo;s internal appraisers reviewed the findings and reconciled the data in relation to the OSEG proposal. Based on the preliminary plans showing an anticipated development density of 850,000 square feet the estimate of market value attributable to the residential development air rights is $43.5 million.</li></ul><h3>Public Realm</h3><ul><li>City Staff are recommending the approval of a detailed investment plan for the urban park and public realm. It will ensure that the City can deliver on much of the feedback received from residents, working groups and staff (better sledding area, an area for small concerts, opportunity for better furnishings and design improvements for comfort and safety).</li><li>City staff are recommending a strategic investment for the urban park and public realm that will aim to create a more welcoming outdoor venue with the understood target being 5 million visitors to the site annually.</li></ul><h3>Heritage</h3><ul><li>The plan looks at upgrades to the Horticulture Building and Aberdeen pavilion and seeks to retain experts to introduce better climate control methods while maintaining heritage considerations.</li><li>These upgrades will support wider programming opportunities across the site throughout the year</li></ul><h3>Affordable Housing</h3><ul><li>The City is recommending that the new residential component will have a minimum of 10% affordable housing estimated at 120 units.</li><li>The disposal of the air rights will be conditioned to ensure that the affordable housing units remain affordable in perpetuity under the ownership and administration of a nonprofit housing provider.</li></ul><h3>Public Consultation</h3><ul><li>This report, which was approved, was asking Council to approve the business case, and to allow Staff to continue negotiations with OSEG to advance the design, cost estimates, consultation, and engagement as per the Council approved direction in July 2021.</li><li>With this report now approved by Council, Staff will begin the city-initiated rezoning included in the concept.</li></ul><h3>Property Tax Uplift</h3><ul><li>Additional property taxes for the estimated 1200 residential units and 59,000 sq/ft of retail space will be used.</li><li>90% of this additional property tax will be dedicated to debt servicing, the remaining 10%, and all future tax increases after the stabilization date (2027-2029), will be used to fund city services.</li></ul><h3>Waterfall</h3><ul class="decimal_type"><li>In the current agreement, OSEG is paid back first, but in the proposed Lansdowne 2.0 we reprioritized the waterfall so the City does not have to wait until OSEG is repaid its equity.</li><li>In the Lansdowne 2.0 the City&rsquo;s assets will be newer and require less lifecycle spending and the City is receiving more distributions because we start sharing in the profits right away.</li></ul><h3>Transportation</h3><ul><li>With the possibility of residential growth and more events to occur at Lansdowne Park, access to and from the site by all transportation modes has been considered at a high level. Specific direction from Council as part of the 2021 report asked that any changes made to Lansdowne must take into consideration all users of the site, with a focus on making pedestrians and cyclists feel safer.</li><li>Staff are proposing a medium to long-term plan for initiatives that will enhance connectivity for pedestrians and cyclists and improve on-site safety for all users and reduce conflict between transportation modes. Twenty-four suggested connectivity improvements, along with a key map, are listed in Document 3 (Lansdowne Park &ndash; Proposed Active Transportation Upgrades).</li></ul><h3>Accessibility</h3><ul><li>It is expected that an accessibility lens be applied to all design elements of new proposed features as part of the Lansdowne 2.0 project to ensure that requirements of the City of Ottawa Accessibility Design Standards (ADS) are met, which will include ensuring appropriate design team expertise, consultations with the community and consultation with the Accessibility Advisory Committee (AAC).</li></ul>If you have any questions about this project please contact us at <a href="mailto:lansdownerenewal@ottawa.ca">lansdownerenewal@ottawa.ca</a>.

Neighbourhood plan for Barrhaven South- Phase 3

The City is looking for your feedback on the design of a new parkette located in Richmond Village, Ward 21. The parkette will be located north of Perth Street, abutting the Van Gaal Drain, alongside the future east-west multi-use pathway that will connect future Postilion Street to existing Cedarstone Street.The park is tentatively named &ldquo;Postilion Parkette&rdquo; after the street on which it will be located.This park is one of two parks to be constructed north of Perth Street in the Western Development Lands. Details of the second park are not available at this time, but it is anticipated to include children&rsquo;s play structure(s). You can download and review the full park design from the &ldquo;document&rdquo; tab or <a href="https://engage.ottawa.ca/47894/widgets/201603/documents/150615">here</a>. Postillion Parkette is proposed to have outdoor gym aparatus. The park will also provide views to the Van Gaal Drain with picnic tables, benches, tree plantings and open play space.The fitness equipment proposed features an incline bench, parallel bars, push up bar, decline press, Swedish ladder, human flagpole, pull up station and dip station.Please note that the pedestrian bridge shown in the concept drawing is not within the scope of this park project. It is anticipated to be constructed by the developer on a schedule independent of the park construction.Please take the survey below to share your feedback around the park design.
