Through the approval of the new Official Plan (OP), 14 areas were added to the urban area to accommodate both residential and industrial growth. This included an 800 gross hectares (445.35 net developable hectares) area for a future suburban community known as Tewin in the southeast area of the city.

All urban expansion areas, including Tewin, must go through a secondary planning process, supported by various studies before development can occur. The purpose of the secondary planning process is to guide change in areas targeted for growth, to translate the principles and policies of the OP to the community scale and to guide future development. This will be a multi-year process resulting in a Community Design Plan (CDP) and Secondary Plan and Financial Plan, which ultimately need to go to City Council for approval. In the spirit of collaborative community building, these plans are prepared through an open and public process and are developed in collaboration with the community, stakeholders, property owners and City staff to create a shared vision for the future development of the area.

The Official Plan (Annexes10 & 12) directs that Tewin to be a sustainable, connected and complete 15-minute community that reflects Algonquin design and placekeeping principles, makes a national statement about design of new communities and establishes a North American benchmark for community design based on the Five Big Moves, the One Planet Living (or similar) framework and premised on the aspiration to make this a fundamentally different suburban community than those of the 20th and early 21st centuries.

The intent is to proceed with the integrated Planning Act application and Municipal Class Environment Assessment (EA) process. Proceeding in this manner results in a more streamlined approach allowing for a harmonized review and approvals process. Through this integrated approach the requirements of both the Planning Act and Environmental Assessment Act still must be met.

The private sector typically leads and finances CDPs in accordance with City requirements and in collaboration with City staff. Tewin will be developed through a partnership of Taggart Group of Companies and the Algonquins of Ontario. More information on the project and process can be found at www.tewin.ca

    Public consultation is a critical component of the Tewin planning and design process. The City and the Tewin project team will be hosting an in-person Public Open House on Thursday, January 9th from 6:30 p.m to 8:30 p.m. This event is an opportunity to learn about and provide feedback on the Tewin project and the study process. Display panels will introduce a preliminary land use plan and options for supporting infrastructure, building off the conceptual community design strategies presented at the June 19, 2024 Open House. Information on the natural systems approach and sustainability will also be shared.

    Following the Open House, comments on the project will be reviewed along with input received from interest holders and technical agencies. The information will be used to refine the preliminary land use plan and infrastructure options. A future public meeting will be held to share detailed transportation and infrastructure design concepts, as well as the preferred land use and community design plans for feedback.

    Public consultation is a critical component of the Tewin planning and design process. The City of Ottawa and the Tewin project team will be hosting a drop-in style in-person Public Open House on Wednesday, June 19th from 6:30 p.m to 8:30 p.m (Carlsbad Springs Community Centre - 6020 Piperville Road). This event is an opportunity to learn about and provide feedback on the Tewin project and the study process, and view display panels illustrating the emerging conceptual community design strategies relating to parks and open spaces, land use, and mobility. Alternative solutions pertaining to municipal servicing (water, sanitary, and stormwater) and transportation will also be shared. Following the Open House, comments on the project will be reviewed along with input received from stakeholders and technical agencies. The information will be used to develop and evaluate alternatives for land uses and infrastructure needs. A future public meeting will be held to share more detailed design solutions as well as the draft preferred community plan for feedback during future phases of the process.

  • Virtual Public Meeting

    The City and the Tewin project team will be participating in a virtual public information session on Thursday, October 26th at 7:00 p.m. This meeting is an opportunity to learn about the Tewin project and the study process, hear a presentation on the technical background studies and preliminary opportunities, and take part in a question and answer session with the project team. Future public meetings will share the preliminary alternative community plans and the final preferred plan to the community for feedback.

    The Tewin Team is sharing several Existing Conditions Reports that have been submitted to the City of Ottawa, Conservation Authorities, and other applicable agencies for technical review as part of the coordinated Community Design Plan (CDP) and Municipal Class Environmental Assessment process.

    These reports are being posted for information to share the Tewin Team’s understanding of the current state of the Study Area and surrounding context with all interest holders. These comprehensive technical reports have been prepared to help guide informed decision-making to promote balanced and sustainable development that respects the area's unique characteristics and needs.
