Purpose of the study
The purpose of this study is to prepare a new secondary plan to guide future redevelopment and the planning and implementation of future public infrastructure. The focus will be on the lands primarily comprising the existing federal employment area known as “Confederation Heights”.
Study area
The study is generally bounded by: Riverside Drive to the north and west, Data Centre Road to the east, and Brookfield Road to the south.
Objectives of the study
The main objectives of the study and the resulting secondary plan are to:
Create a vision that implements the Official Plan’s policies for this area, by planning for:
broad diversity of functions and mix of uses
higher density and variety of built form typologies
different types of high-quality public spaces
improved and new routes and facilities for pedestrians, cyclists and vehicles in and out of the site and throughout it
Understand the local context to build on the area’s existing assets, including the cultural heritage of existing buildings, landscape and open space, and other amenities.
Transition land use patterns and infrastructure improvements to create an entirely new neighbourhood and destination for Ottawa residents.
Establish a planning and design framework that enables the timely and orderly implementation of the vision, including clarity for the community, property owners and developers, and City staff when considering future redevelopment proposals for the area.
Collaboration
In 2021, the Canada Lands Company and Public Services and Procurement Canada began its study to develop a comprehensive Master Plan for the Confederation Heights area. In anticipation of a new secondary plan for the area, the City of Ottawa is working with the Canada Lands Company and Public Services and Procurement Canada to align our goals and establish a new planning model for the area throughout this secondary planning process. The results of this effort will provide the basis of the City’s new secondary plan for Confederation Heights.
It provides an overview of their study progress to date and includes information on the Canada Lands Company’s public consultation, goals and objectives, background analysis, draft concept options, and their project timelines.
