White Horse Park
In 2022, the play equipment in White Horse Park (5484 Old Mill Way) will be replaced through a lifecycle renewal project. The park renewal will include the removal and replacement of the existing play structure and swings, the replacement of the park sign with a single post flag sign, and the installation of the engineered woof fiber which is an accessible fall surface.

What We Heard
An online survey regarding the White Horse Park concept plan was conducted on Engage Ottawa from November 29 to December 13, 2021. Notice of the online survey was provided by Councillor Darouze’s office. Thank you to everyone that provided their input on the play equipment options for the park. Option A received 80% of the votes and the project team will proceed with the preferred option. A summary of other public comments and responses is provided below.
Several members of the community inquired about the asphalt road surface of Old Mill Way. This lifecycle project pertains only to the play structure and swings within White Horse Park. Other city amenities, such as roads, are under the purview of the public works department and have separate timelines for repairs and replacement. The fastest way to action this request would be to submit a service request to 3-1-1. These are assigned to the pertinent department and tracked.
Regarding concerns for the small garden in front of the park; the current park sign will be replaced with a single-post flag sign to minimize the impact to the garden. The contractor will be responsible for reinstatement.
The City’s Forestry Services will assess the existing trees in the park before construction begins. They will complete any pruning or removals as required.
Several comments were out of scope for the play structure replacement project and are summarized below:
- Requests for a dock or improved water access to the River.
- Consideration for an outdoor rink
- Request for a tandem swing (parent/baby swing)
- Request for adult fitness equipment
- Request for additional shaded seating
- Request for tennis courts
Following the completion of the public tender process, an update regarding the construction timeline will be provided to the Councillor and posted to engage Ottawa.
