Consultation has concluded
This by-law review considered regulations to provide for safe access to vulnerable social infrastructure like places of worship, schools, daycares, medical facilities and residential care homes.
As a result of this review Council adopted a Safe Access By-law. This By-law, which will take effect on August 1, 2026, establishes 50-metre safe access zones around entrances to designated properties.
The by-law makes it an offence to obstruct anyone from entering or leaving a safe access zone. Within each safe access zone, it is an offence to:
Conduct or participate in a demonstration/protest
Obstruct or hinder access to a facility
Counsel someone not to use the facility
Discharge fireworks or pyrotechnics
The by-law also prohibits people from making noise to disturb the people using a designated facility.
The above restrictions would be in place from one hour before a facility opens until one hour after it closes, or on a 24-hour basis for facilities like hospitals and care homes.
Facilities will be required to apply for protection, but there is no charge. Safe access zones expire after one year unless they are renewed. Signs will be posted at designated facilities
