September 2026 – Official Plan Amendment Application

The City of Ottawa has received an Official Plan Amendment (OPA) application (file # D01-01-26-0012) from Tewin property owners to implement the Tewin Secondary Plan and to partially remove the Future Neighbourhood Overlay within Tewin. The Future Neighbourhood Overlay identifies areas where additional planning must be completed before development can proceed. The application proposes to remove the overlay from part of Tewin to allow future development applications to move forward in those areas.

The Tewin Community Design Plan and Secondary Plan continue to be led by the City in collaboration with Tewin property owners. With the submission of this OPA application, the project will also proceed through the City’s development application review process in parallel. An OPA to remove the Future Neighbourhood Overlay would typically be initiated by City staff following the completion of the Community Design Plan and/or the Secondary Plan.

Although this step has been initiated by the developer, the OPA application requires the same technical information and studies that would be required through the Community Design Plan process before staff could recommend approval. The OPA application also includes additional review and public consultation requirements under the Planning Act before a final recommendation is brought to Council for consideration.

City staff will continue to work in collaboration with the applicant for both planning processes – the Secondary Plan and the Official Plan Amendment. Public engagement will continue to be an important part of the Tewin planning process.
