The City is developing a new Public Realm Plan in the Stittsville community for Stittsville Main Street from Hazeldean Road to Bobcat Way that will help inform the street’s revitalization. This work includes a supporting transportation study and street design that will identify opportunities for both short and long-term reconstruction activities on the street with the goal of increasing space for accessibility, pedestrian use, cycling, streetscaping, enhanced lighting and greening.

What is a Public Realm Plan?

A Public Realm Plan will guide any future upgrades, replacements and new elements in the public street. The Plan is an important first step in the planning process for any future work within the public street. The public realm includes everything located within the public street including sidewalks, any cycling facilities, streetlights, travelled lanes for vehicular traffic, benches, street trees, waste receptacles etc.

Why do we need a Public Realm Plan for Stittsville Main Street?

Stittsville Main Street plays a very important role in the community as a vibrant traditional main street. Stittsville Main Street was last re-constructed 30 years ago and many elements on the street are in need of replacement or upgrading. In order to ensure these future replacements and enhancements are coordinated, a detailed Public Realm Plan is required. The plan will provide design direction with a goal of beautifying the street while ensuring it is accessible, inclusive, safe and inviting.

Creating the plan

The planning process will study:

  • Pedestrians and cyclists
  • Landscaping and Public Space Opportunities
  • Street Furniture and Lighting
  • Existing and Planned Context
  • Vehicle circulations and volumes
  • Street intersections
  • Below and above grade utilities and services
  • Previous Urban Planning work completed for the study area
  • Private approaches, parking and loading

The data will inform the new spatial requirements and designs of sidewalks, cycling facilities, public spaces, street furniture, street lighting, landscaping and other details as identified.

This project is scheduled to be delivered in four phases:

  • Phase 1: Project Launch
  • Phase 2: Existing Conditions and Transportation Study
  • Phase 3: Identification and Evaluation of Alternatives
  • Phase 4: Recommended Public Realm Plan

    With the input of the Stittsville Main Street Public Working Group and Technical Advisory Committee, as well as other feedback received, a recommended concept plan has been developed.

    Objectives of the Plan

    1. Support the City’s Official Plan, Community Design Plan (CDP) and Secondary Plan vision for the corridor
    2. Leverage the street’s role as Stittsville’s Mainstreet and village core
    3. Rebalance space in the public right-of-way to achieve contemporary objectives
    4. Pursue complete street, transit priority and active transportation goals
    5. Showcase public realm improvements and street beautification
    6. Inspire future investment and high-quality design
    7. Inform subsequent street functional designs and Site-Plan Control decisions affecting the street frontage
    8. Harness incremental and long-term delivery and funding opportunities

    Potential Public Realm Investments

    The current state of the underground infrastructure beneath Stittsville Main Street does not warrant an integrated road, water and sewer reconstruction project in the near future. Ideally, this would be the easiest way to implement the Public Realm Plan all at once. Given the unlikelihood of this happening, the plan has been designed to support an incremental approach to its implementation. The following are specific Public Realm Investments that can achieve the objectives of the plan over time, as funding becomes available:

    1. North and South Gateway Landscaping & Signage Enhancements
    2. Street Tree Plantings and Greening Initiatives
    3. Street Beautification and Furnishings Upgrades
    4. Active Transportation Improvements and Protected Intersections
    5. Priority Bus Stops
    6. Poole Creek Trail and Crossing Enhancements
    7. Abbott Street and TransCanada Trail Crossing Improvements
    8. Decorative Lighting Display Installations
    9. Pedestrian Street Light Upgrades – The installation of new street lights in the Village Core (between Wintergreen Drive and Brae Crescent) has the potential to be the first component of this plan to be implemented. A conceptual mock-up of the new fixtures is currently in development and aims be posted on this website in spring 2022.

    As We Heard It

    Schedule

    The project is now in its fourth and final phase, “Phase 4: Recommended Public Realm Plan” and aims to brought to Planning Committee and Council for approval in summer 2022.
