Paramedic West Deployment Facility
The Ottawa Paramedic Service Headquarters at 2465 Don Reid Drive was built in 2005 for approximately 330 staff and 80 emergency vehicles. All staff report to this facility, and paramedic crews all deploy from this location.
Today, the Service has approximately 900 staff and 160 emergency vehicles, and the facility is significantly over capacity. Demand for service has increased substantially, exceeding population growth and projections due to aging patient demographic, complex medical conditions, and other issues affecting Ontario’s broader healthcare system. Additionally, paramedic scope of practice has expanded in recent years to include health prevention, promotion, and chronic and community care. This includes the introduction of community paramedic programs, increased paramedic skill sets, specialized teams, and initiatives to improve emergency response times.
A new West Deployment Facility is proposed to be constructed in Ottawa's west end at 4061 Strandherd Drive. The City-owned site is bordered by an auto park to the north, Strandherd drive to the east, VIA rail corridor to the south and a City-owned/operated snow dump facility to the west. It currently serves the local community as a sportsfields for ultimate frisbee, which would be relocated nearby in advance of construction activities. A second major deployment facility in Ottawa's west end would ease operational pressures by adding space for staff, vehicles and equipment, improving deployment times in the west and south of Ottawa.
It would strengthen the service’s deployment model by providing infrastructure to support uninterrupted emergency services, ultimately helping paramedics reach residents more efficiently and reliably. This project is aligned with current Term of Council Strategic Objective 7: Improve emergency response times.
Next Steps
This project is following the City of Ottawa's Public-Private Partnership Policy and procedures. There will be opportunities for public engagement in future stages of the project.
Legislative Report 1: Financial Model (February 3, 2026)
- Following a detailed business case and financial analysis, a Design, Build, Finance, Maintain procurement model was identified as the preferred delivery approach, allowing project costs to be spread over 30 years and enabling the City to access additional provincial funding through the Land Ambulance Services Grant Agreement.
