The Ottawa River Pathway parallels the Ottawa River and can be separated from the water at times by trees and shrubs that help keep the riverbank stable.

This project is the culmination of a series of community driven improvements and naturalization efforts in the Ottawa River Pathway Park in Ward 2. It will take advantage of a natural opening in the vegetation to install a lookout providing a panoramic view of the river without disturbing existing tree and shrub cover. This will become a fantastic opportunity for a break from active recreation on the nearby multi-use path, passive relaxation, and all-season wildlife watching. Moreover, this is an ideal location for stargazing.

Both the access and lookout will be paved with stabilized aggregate surfacing, which is an accessible surface for all users, is environmentally sensitive, fully rainwater permeable and prevents erosion. The lookout features both individual and group seating with accessible Muskoka-style seating options in bold colours. Furniture will be installed on to traditional concrete pads for stability.

The new lookout will be retained by a low armour stone wall, which will ensure grades remain accessible at all times, and facilitate a slightly elevated platform for enhanced viewing.

A bicycle rack will be located at the intersection of the lookout and the pathway for cyclists.

What We Heard

Thank you to everyone who participated in the public consultation. The Engage Ottawa project page received over 1,500 visits, with 1,336 residents viewing a project page and 373 visitors engaging more deeply by navigating multiple pages or downloading documents. A total of 75 residents participated directly in the survey and provided input.

What residents like about the proposed lookout:

  • Scenic river views – The open view of the Ottawa River and Gatineau Hills was the most appreciated aspect.
  • Accessibility – Residents highlighted the importance of an accessible lookout with stabilized aggregate surfaces.
  • Natural setting & materials – People liked that the design respects the environment through naturalized materials.
  • Useful rest stop along the pathway – A natural pause point for cyclists, runners, and walkers.
  • Seating and bike racks – Practical additions that support pathway use.

Thoughts residents had on the overall design:

  • Residents support maintaining panoramic views around the lookout through vegetation management.
  • Residents expressed the need for expanded seating capacity for larger and multiple groups.
  • Several residents asked to consider shade options for the lookout.
  • Many residents were supportive of the use of natural and permeable materials in the construction of the lookout.
  • Most residents provided support for environmental protection.

The engagement phase is now archived, and project decisions are being finalized using the collected feedback. Participants can expect future updates through the Engage Ottawa project page as the lookout progresses into subsequent planning and construction stages.
