The City of Ottawa is updating its Official Plan. The update is separated into two sections:

  • growth projections-related updates
  • amendments not related to growth projections

What is the Official Plan? 

The Official Plan is a comprehensive document that outlines the policies, objectives, and goals governing land use and development in the City of Ottawa. 

Growth projections

The growth projections will update the population projections using the latest Ministry of Finance population projections for the city of Ottawa and then determine the related housing and employment projections, which are not provided by the Ministry of Finance.

It is a three-step process.

  • First is an update to the growth projections which includes population, household, and employment projections. These will be based on the Ministry of Finance’s population projections for Ottawa from 2024 to 2051.
  • Second is a growth management strategy to determine the land requirements to accommodate the projected growth.
  • The third step, if required, is a selection process for new lands to be added to urban or village areas.  

Non-growth-related amendments

The Official Plan update process will also include non-growth-related amendments. This will include a review of the village secondary plans, but it may also include amendments to implement recent changes to provincial legislation, and resolve policy issues, among other potential changes.

What’s happening?  

Check back here as the project advances. The City will post project updates to announce upcoming events, milestones, opportunities for engagement, and proposed draft policies or schedules.

There are several ways you can stay informed and engaged throughout the study process: 

  • Attend public events 
  • Sign-up to the project’s email list

  • Contact the project leads (see contact information above) at any time during the process to request information, ask questions, or submit feedback.
