Policy context

The City’s Transportation Master Plan includes a list of projects that will be implemented to address missing links or opportunities for expansion in the active transportation network. This list was developed based on public consultation, Councillor input and a city-wide network review. The Council-approved list was published in 2023 and later updated in 2025 to identify projects of priority. Clover Street and Aldéa Avenue sidewalk and contraflow bike lane is one of the priority projects.

This project aligns with the City’s goals of improving safety, comfort, and connectivity in the pedestrian and cycling networks.

Local context

Clover Street and Aldéa Avenue are local roads. This type of road serves as a common origin and destination point for active transportation trips and should prioritize the safety of vulnerable road users. The project area (Clover Street between Heron Road and Aldéa Avenue, and Aldéa Avenue between Clover Street and Clémentine Boulevard), is located near a variety of amenities, including Heron Park, the RA Centre, Blue Heron Mall, and Mooney’s Bay Station.

Currently, there are no sidewalks that exist on Clover Street or Aldéa Avenue. However, sidewalks exist on other streets in the neighbourhood, including Clémentine Boulevard and Heron Road.

Additionally, there are no cycling facilities that exist on Clover Street. However, there are cycle tracks on Heron Road and a multi-use pathway further south.

Project details

To improve the quality of the pedestrian and cycling networks in the neighbourhood, the City is planning on constructing the following:

A 1.8 m wide sidewalk on the south side of Aldéa Avenue, from Clémentine Boulevard to the proposed pedestrian crossing on Clover Street, described below. City Staff are considering two design options for this sidewalk, which are described in the next section.

A 1.8 m wide sidewalk on the west side of Clover Street from Aldéa Avenue to Heron Road. This will connect to the existing sidewalk on Heron Road.

A proposed pedestrian crossing in front of 1543 Clover Street, that will connect pedestrians between the proposed sidewalks.

A 2.0 m wide, southbound contraflow bike lane (i.e. A bike lane that allows you to travel in the opposite direction of vehicular traffic) with a 1.2 m painted buffer, on the west side of Clover Street from Aldéa Avenue to Heron Road. This will connect to the existing cycle track on Heron Road.

This will require the roadway width to be narrowed down to 5.0 m along some sections of Clover Street.

Parking will be prohibited on the westside of Clover due to the bike lane

A driveway to provide access to Heron Park and accessible parking for the future Heron Park Community Building (part of a separate City project).

Aldéa Avenue sidewalk design options

Existing roadway width of Aldéa Avenue is maintained at 8.2 m. The sidewalk will turn onto Clover Street and end at the proposed pedestrian crossing , requiring the width of the curve between Aldéa Avenue and Clover Street to be narrowed to 6.2 m. Large commercial trucks (ex. The sidewalk will turn onto Clover Street and end at the proposed pedestrian crossing, requiring the width of the curve between Aldéa Avenue and Clover Street to be narrowed to 6.2 m. Large commercial trucks (ex. Garbage trucks) will still be able to complete the turn. No (0) trees should require removal. 10 driveways and 1 walkway will be impacted by the proposed sidewalk, but they will be reinstated.
