Background

Larga Baffin Ltd. is an organization that provides temporary accommodations for residents of the Baffin Island region seeking medical care in the City of Ottawa.

In October 2021, the City received an Official Plan Amendment and Zoning By-law Amendment application to facilitate the development of a six (6) storey, residential care facility operated by Larga Baffin Ltd. at 1452, 1460, 1470 Hunt Club Road and 1525, 1531 and 1545 Sieveright Avenue.

City Council approved the applications on July 13, 2022. The approval was appealed to the Ontario Land Tribunal (OLT), where the tribunal dismissed the appeal of the Zoning By-law. At the time of the OLT hearing, the Official Plan Amendment was no longer required to facilitate the proposed development as the City’s new Official Plan was adopted and in full force and effect. Information shared on this page pertains to the forthcoming site plan control application.


Previous Approvals

Official Plan Amendment & Zoning By-law Amendment

The approved Zoning By-law Amendment extended the General Mixed-Use zone, permitted a maximum building height of 22 metres, and imposed a maximum building height of 11 metres within 27 metres of an R1 zone. The approved amendment also rezoned the portion of the site fronting on Sieveright Avenue Residential Fourth Density (R4) with a maximum building height of 14 metres.

Note: On November 4, 2022, the Ministry of Municipal Affairs and Housing amended and approved the City’s New Official Plan. The new Official Plan removed the subject property from the South Keys to Blossom Park, Bank Street Secondary Plan area and therefore, the applicant’s Official Plan Amendment was no longer required to facilitate the proposed development.


Site Plan Control Approval

The proposed development is currently undergoing pre-consultation for a site plan control application and the applicant is preparing their documentation for Phase 3.

The proposed development is subject to site plan control approval. As part of the process, City staff will review site access, parking, servicing, exterior building design, landscaping, and other design and technical aspects of a proposed development.

As per Bill 109, City staff must approve a site plan control application within 60 days.

Site plan control applications are not subject to community information sessions. When the application is received, a sign will be posted on-site notifying the public of the application and commenting deadline. Anyone who provides comments on DevApps or by contacting the file lead will receive a response and a copy of the written decision.
