This page will be your hub for all documents, opportunities to engage and other information related to the neighbourhood plan for the Innes Road (E2) Future Neighbourhood.

The Innes Road (E2) Future Neighbourhood is identified on the map below, located in east of the City as a continuation of the Orleans Community in Ward Orléans South-Navan. It is roughly 20 hectares in size and will provide much needed housing for about 1000 new residents.

Planning and engineering studies for this future neighbourhood began in spring 2024 and are anticipated to be completed in early 2025 with the approval of a concept plan and supporting studies.

Process update and clarification

In accordance with the 2024 Municipal Class Environmental Assessment, this project will be proceeding as a Master Plan Environmental Assessment Approach 2. The Master Plan will identify the recommended transportation, water, sanitary, and stormwater infrastructure required to service the new community.

This approach involves the preparation of a Master Plan document at the conclusion of Phase 1 (Problem or Opportunity) and Phase 2 (Alternative Solutions) of the Municipal Class Environmental Assessment process. The level of study detail (investigation, consultation, documentation) in a Master Plan Environmental Assessment Approach 2 is sufficient to fulfill requirements for any Schedule B projects identified within the Master Plan.

Background

In 2021, Ottawa City Council approved expansion to the urban boundary including the E2 Innes Road area. The City of Ottawa Official Plan (2022) sets out a process to develop identified new communities. The process begins with a landowner-initiated Community Design Plan.

The purpose of a Community Design Plan is to establish a community-wide land-use framework that reflects the principles, objectives and policies for community development as directed by the Official Plan. The Community Design Plan enables communities to establish incrementally over time in an optimum and coordinated manner.
