Project Overview

The City of Ottawa's Transportation Master Plan contains a list of transportation infrastructure projects, including new cycling facilities and sidewalks, that the City intends to construct over the coming years. This list of projects was created and prioritized based on public consultation, Councillor input and a city-wide network review.

Cycling facilities on Clyde Avenue North and on Laperriere Avenue, between Clyde Avenue North and Kirkwood Avenue, were approved as phase 1 projects in the Transportation Master Plan. The provision of cycling facilities on these streets aligns with the City’s transportation goals of creating a safe and connected cycling network that is accessible to residents of all ages and abilities.

The existing sidewalks on Laperriere Avenue are due for renewal based on their condition and are included in this project. After assessing the scope of the sidewalk renewals and new cycling facilities proposed for the street, the City determined it would be both desirable and cost effective to construct new sidewalk to fill the gap on the north side of Laperriere Avenue between Lady Ellen Place and the bus stop near Kirkwood Avenue as part of this project. The provision and renewal of these sidewalks align with the City’s transportation goals of maximizing walkability and to create safe inviting pedestrian environments for residents of all ages and abilities.

Project Timelines

After public consultation has concluded, comments will be reviewed, and the functional design will be refined. The project will then be transferred to the City’s Infrastructure & Water Services Department for the detailed design and construction phases. Specifics of the plan may change slightly during detailed design as the drawings are further refined. Timelines for construction are variable, and a project may be delayed to align with other project schedules.

Clyde Avenue North

Local Context

Clyde Avenue North is a two-way collector road with a speed limit of 50 km/h. It is also a designated truck route.

There are two signalized intersections within the study area: Carling Avenue and Clyde Avenue North / Cole Avenue, and Clyde Avenue and Doheny Street.

On-street parking is permitted on the following sections:

  • On the east side, between a point 140 metres south of Doheny Street to Woodward Drive
  • On the west side, between a point 65 metres south of Doheny Street to Woodward Drive

OC Transpo route 53 services Clyde Avenue North between Woodward Drive and Laperriere Avenue.

The land uses on both sides of Clyde Avenue in the study area are predominantly commercial and industrial.

Design Features

The following design elements are proposed as part of this project:

  • Addition of on-road bike lanes between Doheny Street and Woodward Drive in both directions
  • The bike lanes will be protected by pinned pre-cast concrete curbs where feasible
  • Maintenance of existing vehicular capacity
  • Removal of on-street parking on Clyde Avenue North
  • Rationalization of the pavement markings on Clyde Avenue North between Carling Avenue and Doheny Street to more closely align with best practices
  • Pent marking changes to improve safety at the right turn channel from Clyde Avenue North southbound onto Woodward Drive

Laperriere Avenue

Local Context

Laperriere Avenue is classified as a major collector from Clyde Avenue to Coldrey Avenue, and a collector from Coldrey Avenue to Kirkwood Ave. It is a two-way road with a posted speed limit within the study area is 50 km/h.

There is one signalized intersection within the project area at Kirkwood Avenue and Laperriere Avenue. It has a dedicated left turn lane.

On-street parking is currently prohibited along most of the study area segment, except for at the following locations:

  • North side outside First Journey Montessori,1551 Laperriere Avenue, permitted at all times
  • North side, between Coldrey Avenue and Kirkwood Avenue outside of 9am to 5 pm during weekdays

The land use on Laperriere Avenue consists of the following:

  • Predominantly commercial, industrial, and institutional up to McBride Street, and residential east of McBride on the south side
  • Residential, commercial, industrial, and institutional up to Kirkwood Avenue, and residential east of Kirkwood on the north side

Laperriere Avenue is served by OC Transpo routes 53 and 81.

Design Features

The following design elements are proposed as part of this project:

  • Replacement of existing substandard asphalt sidewalks with 1.8 metre concrete sidewalks
  • New 1.8 metre concrete sidewalks on the north side of Laperriere Avenue from Lady Ellen Place to the existing sidewalk that ends approximately 70 metres west of Kirkwood Avenue
  • New cycling facilities in both directions.
  • The facility type varies along the corridor depending on the available road width
  • Some sections are painted bike lanes while others have a physical barrier or a curb
  • Potential removal of the eastbound left turn lane at Laperriere Avenue and Kirkwood Avenue, subject to Provincial approval
  • Painted single-stage and two-stage bicycle turning boxes at Kirkwood Avenue and Laperriere Avenue
  • New pedestrian crossing of Laperriere Avenue at Coldrey Avenue. This requires relocation of the existing westbound OC Transpo bus stop at Coldrey Avenue to 50 metres further west
  • Removal of on-street parking on Laperriere Avenue
  • Minor reductions in the size of some private parking lots that currently encroach into the City right-of-way

    Interested members of the public are invited to attend an in-person public open house on Thursday, June 25 from 6:30 – 8:30 pm at W.E. Gowling Public School in the gymnasium.

    The consultation session will be drop-in style; there will not be a formal presentation. Display boards describing the project will be setup for residents to review. City staff and the design consultant will be available to answer questions. The display boards will be posted on the Engage Ottawa project page after the event.

    A survey will also be made available on the Engage Ottawa project page after the public open house. It will then be open until July 23, 2026.

    We encourage interested residents to attend the public consultation session and complete the online survey.
