10-Year Housing and Homelessness Plan Refresh
Ottawa is a vibrant and growing city, with many people choosing to live, work and play here. However, access to safe and affordable housing remains a critical issue. Many residents who live on low and moderate incomes face challenges in finding housing that meets their needs.
The City and its partners have had successful investments in prevention services and creating new supportive and affordable housing options over the last number of years. Unfortunately, these investments have not kept pace with the pressures facing those that are the most vulnerable in our housing system, and homelessness continues to rise.
To address these challenges, the City of Ottawa, with the support of community partners, is committed to ensuring a diverse range of housing options and support services are available to those who need them. Staff are currently reviewing the City’s 10-Year Housing and Homelessness Plan and your input is essential to help ensure it reflects the needs of our community.
The current 10-Year Housing and Homelessness Plan (2020–2030) was approved by Council in 2020. It outlines three core goals, eight objectives, and a series of measurable targets and actions aimed at addressing housing and homelessness. The plan is now at the five-year mark and is due for a refresh, to ensure it still meets the needs of our community.
Introduction
10-Year Housing and Homeless Plan (10-Year Plan) Mid-Point Refresh
Every municipality in Ontario is required to have a 10-Year Plan and to review and update it every five years. The City’s 10-Year Plan was approved by Council in June, 2020, so the mid-point review is underway. The review includes:
- Assessing the current and future housing needs
- Creating objectives and targets to meet the housing needs
- Reviewing how we’ll achieve the plan’s goals
- Determining how we’ll measure progress
Engagement and Project Updates
Throughout the mid-point refresh for the 10-Year Housing and Homelessness Plan, staff will be looking for input from residents and providing updates on the project.
Residents will have various opportunities to take part in the discussion. You can provide feedback on the plan anytime by using the feedback button on this page. As well, there will be online surveys. Staff will provide updates on the project through project page.
