Safe Access to Social Infrastructure By-law report, 17 April 2026
This report includes a proposed Safe Access By-law, to help residents safely access facilities and services at:
- Places of worship
- Schools and child care centres
- Hospitals and Integrated Community Health Centres
- Residential care homes
Under the by-law, these facilities can apply to create safe access zones:
- No demonstrations within 50 meters of an access point
- No hindering or obstructing movement to or from safe access zones or to or from designated facilities
- No use of fireworks or pyrotechnics within safe access zones
- No causing noise to disturb people inside facilities
The draft by-law exempts labour protests and includes measures to accommodate protest at government facilities and diplomatic properties, and to allow marches to proceed either around or through a safe access zone.
This report will be considered at a Special Joint Meeting of the Emergency Preparedness and Protective Services Committee on April 17.
