The staff report for the Vulnerable Social Infrastructure By-law Review is now available for public review.

Safe Access to Social Infrastructure By-law report, 17 April 2026

This report includes a proposed Safe Access By-law, to help residents safely access facilities and services at:

  • Places of worship
  • Schools and child care centres
  • Hospitals and Integrated Community Health Centres
  • Residential care homes

Under the by-law, these facilities can apply to create safe access zones:

  • No demonstrations within 50 meters of an access point
  • No hindering or obstructing movement to or from safe access zones or to or from designated facilities
  • No use of fireworks or pyrotechnics within safe access zones
  • No causing noise to disturb people inside facilities

The draft by-law exempts labour protests and includes measures to accommodate protest at government facilities and diplomatic properties, and to allow marches to proceed either around or through a safe access zone.

This report will be considered at a Special Joint Meeting of the Emergency Preparedness and Protective Services Committee on April 17.
