City of Ottawa – Municipal Class Environmental Assessment (EA) Master Plan for S1 Future Neighbourhood (Barrhaven South Urban Expansion Area) Official Plan Amendment
RECOMMENDED MASTER PLAN
The Barrhaven South Urban Expansion Area integrated master planning and engineering process for the S1 Future Neighbourhood followed the Environmental Assessment (EA) Master Plan Approach 2 integrated with Official Plan Amendments under the Planning Act. 
The City of Ottawa recommends the following Master Plan studies to facilitate development of a new residential suburban community including environmental protection lands, park uses, new roads, and stormwater management facilities on the subject lands. The following Master Plan studies identify the recommended transportation, water, sanitary, and stormwater infrastructure projects required to service the new community to a Schedule B level of detail:
- Addendum to the Barrhaven South Urban Expansion Area Master Servicing Study
- Addendum to the Barrhaven South Urban Expansion Area Community Transportation Plan
- Barrhaven South Urban Expansion Area Phase Three Environmental Impact Study: Addendum to Barrhaven South Urban Expansion Area Environmental Management Plan
- Updated Barrhaven South Urban Expansion Area Community Design Plan
The Master Plan studies are available at the following locations:

The Master Plan studies were circulated for review and comment by members of the public and technical agencies through the Official Plan Amendment circulation process between April 20, 2026 and May 21, 2026. The Master Plan studies were approved by City of Ottawa Planning and Housing Committee on July 8, 2026 and were approved by Ottawa City Council on July 15, 2026. The approval of the Official Plan Amendment to remove the Future Neighbourhood Overlay and add area-specific policies to the Official Plan, along with the accompanying Community Design Plan update and supporting Master Plan studies, establishes the basis for subsequent draft plan of subdivision, zoning, and infrastructure approvals.
Comments are maintained for reference throughout the project under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the Environmental Assessment Act.
