Background

The City of Ottawa rents gymnasium space in 31 facilities for sports, recreation, cultural activities, instructional courses and events. Updates are being proposed to clarify categories, support community activities, and optimize facility use during lower demand periods. The updates will align with the City’s well-established rental models used for other recreational amenities. Price levels will remain similar to their current levels.

These updates do not change the process for allocation of gym times. Groups that have regular gym times will continue to have priority in booking those same times.

Summary of Adjustments

  • Minor category during prime hours for participants 18 years of age and under.
  • Prime and non-prime times for standard rentals to optimize facility use during lower demand periods.
    • Prime hours:
      • Monday to Friday: 4 pm - Midnight
      • Saturday and Sunday: – All day
    • Non-prime hours:
      • Monday to Friday: before 4 pm
  • Removal of the not-for-profit rate. This rate was not consistently applied and benefitted larger organizations with a not-for-profit number over the smaller community organizations.

  • Adult coaches, leaders, or instructors may be present, but the activity itself is intended for minors.

$47.53 – regular gym

$27.86 – small gym


Standard

  • Rentals for participants aged 19 and over
  • Mixed age participation (minors and adults, excluding coaches)
  • Community activities and private events
  • Children’s birthday parties
  • Do not generate a profit or serve alcohol
  • Discounted rate during non-prime times (weekdays before 4 pm)

Non-prime (weekdays before 4 pm)

$47.53 – regular gym

$27.86 – small gym


Prime (weekends and weekdays after 4 pm)

$67.95 – regular gym

$48.01 – small gym


Premium

  • Any rental associated with a business interest, including sole proprietors, corporations, or other profit-generating entities.
  • Events that involve selling goods or services or that require an admission fee.
  • Any rental that includes the consumption of alcohol.


$96.50 – regular gym

$65.86 – small gym



Crosswalk from current categories

Not for Profit activity → Standard category (may be eligible for Minor or Non-prime discount)

Private activity → Standard category (may be eligible Non-prime discount)

Commercial activity → Premium category

Additional fees

Rentals requiring specific needs will continue to have additional fees applied, including:

  • damage deposits,
  • incremental staffing fees for rentals occurring outside the facility’s regular business hours,
  • equipment setup (chairs, tables, nets, etc.), if applicable,
  • required insurance, or
  • other existing resource fees where/when applicable
