The City of Ottawa is updating its Official Plan for consistency with the 2024 Provincial Planning Statement (PPS), as required by the Planning Act. In addition, minor amendments to the Official Plan are proposed, such as clarifications to policy language, corrections of policy or mapping errors, and policy adjustments to address omissions or to ensure that the Plan is consistent with Provincial legislation. All Volumes of the Official Plan are subject to this review, including Volumes 2A, 2B and 2C in relation to secondary plans and area-specific policies. The amendments will include changes to policy (text) and schedules (mapping).

What is the Official Plan?

The Official Plan is a comprehensive document that outlines the policies, objectives, and goals governing land use and development in the City of Ottawa.

What is the Purpose of the Amendments?

The Provincial Planning Statement (PPS) came into effect on October 20, 2024, replacing the Provincial Policy Statement enacted in 2020. The purpose of the 2024 PPS is to provide direction on matters related to land use planning in Ontario and municipal planning policies, including Ottawa’s Official Plan which must be consistent with this statement. The amendments will generally consider the following topics:

  • Settlement Area Expansions
  • Strategic Growth Areas
  • Major Transit Station Areas
  • Employment Areas
  • Permitted uses on Agricultural lands

In addition, direction was provided in March 2023 (ACS2023-PRE-EDP-0005(External link)) for staff to prepare a series of three omnibus Official Plan Amendment reports for the purposes of implementing the new approved Official Plan. The first omnibus amendment was adopted by Council on September 13, 2023 (By-law 2023-403) and the second omnibus was adopted on November 13, 2024, (By-law 2024-506). To streamline the planning process, consultation, and considerations, the third omnibus will be included as part of the PPS 2024 consistency OPA.
