Mooney’s Bay is a vibrant 29-hectare park located along the Rideau River in Ward 16. It is leased by the City from the National Capital Commission. It features Mooney’s Bay Beach, the Mooney’s Bay Beach Pavilion, the Terry Fox Athletic Facility, playgrounds, the Sue Holloway Fitness Park, beach volleyball courts, tennis and pickleball courts and parking. This destination park hosts major summer events, including the Ottawa Dragon Boat Festival and the H.O.P.E. Beach Volleyball SummerFest, with the beach open from mid-June to late August. In the winter, the park is a hub for cross-country skiing and snowshoeing.
The existing Mooney’s Bay Beach Pavilion, built in 1964, is nearing the end of its useful life. It currently houses a canteen, public washrooms/changerooms, lifeguard facilities, a multi-purpose room, staff office, and storage, operating as a three-season building.
The City, working with a consultant, is preparing a feasibility study for the future replacement of the Beach Pavilion. Two preliminary concept options have been developed for a new Beach Pavilion including one-storey and two-storey options. Both options could accommodate year-round usage. The timing to initiate the future design and construction project phases after the completion of the feasibility study is unknown and is dependent on future funding approval.
The preliminary concept options have taken into consideration the feedback that was collected from the initial public engagement initiative in 2018. Close to 1,000 participants provided insights on desired features in the redeveloped pavilion. Feedback from residents, stakeholders and staff will continue to shape the planning for the new pavilion.
