August 2026 Update

In July, staff conducted additional consultation with over 60 businesses along the Gladstone Avenue and Gilmour Street corridors. As a result of this consultation, staff are proposing additional changes to the project design to respond to some of the concerns noted. The changes are:

Gladstone Avenue

  • Adding a 3-space on-street parking bay along the south side, west of Bell Street, and, adding a further 3 on-street parking spaces on the north side of Gladstone Avenue, east of Arthur Street

Gilmour Street

  • Relocating the on-street parking spaces from the north side to the south side between Elgin Street and Cartier Street to gain additional spaces
  • Modifying the parking restrictions on Gilmour Street west of Elgin Street and on Derby Place (within 40m of Gilmour Street) to provide additional spaces

These changes further reduce the impact that the bikeway project would have on the supply of on-street parking spaces along the project corridor. 17 of 28 spaces are proposed to be retained along Gladstone Avenue (11 of 28 spaces are to be removed) and there will be no change in the total number of spaces provided along Gilmour Street and Derby Place, between Bank Street and Cartier Street. Staff have also identified approximately 30 additional on-street parking spaces that could be provided on Lebreton, Arthur and Cambridge Streets in the block near Gladstone Avenue. These details and the changes identified above will need to be confirmed through the next phase of the design process and will be subject to additional public consultation.

A report on the Gladstone Avenue and Gilmour Street Cycling Improvements will be considered by the Public Works and Infrastructure Committee on August 27 and by Council on September 9. The report and updated drawings are available through the City’s agenda and minutes web portal.
