The City would like to share the concept design for the asphalt replacement within Bluegrass Park in Ward 23, proposed to be constructed in summer of 2025 (see Concept plan links to the right). The existing asphalt is fenced, and lit. Existing uses are basketball nets on the west side and rink boards on the east side. Historically, the site was used for tennis.

This lifecycle renewal project will include*: replacement of asphalt, benches, fencing and a full-sized basketball court, as well as proposed pickleball courts to replace the tennis that was previously available at this location. Seasonal rink boards are proposed to allow winter use of the site without damaging the integrity of the new asphalt. This project is being designed to meet the City of Ottawa Accessibility Design Standards.

Standard orientation for pickleball courts is north-south to avoid visual impairments caused by morning and evening sun. Due to space constraints, a north-south orientation would permit two pickleball courts as shown on Concept plan A. Concept plan B shows three pickleball courts oriented east-west, representing a deviation from this standard. Please provide your comments on these options through the survey below.

*Please note that there are items shown on the concept plans as 'Potential Features' (including a practice wall and picnic table as shown on Concept A) that do not form part of the lifecycle renewal and are to demonstrate potential park amenities that could be added through supplementary community funding support. These items are currently out of the scope of this project.

This project falls under the Lifecycle Replacement program. Council has approved the budget and the scope. Therefore, upgrades and/or replacement of amenities in this park beyond those identified are not in the scope of this project. Your understanding is appreciated.

Residents are encouraged to provide their comments on the proposed concept design through the comment tab below. Comments will be received until February 28, 2025.

Please be aware that the final park plan may differ from the concept being presented as a result of the public consultation responses, technical detailing, and supply and/or financial constraints.
