The Province, through the Independent Electricity System Operator (IESO), is currently engaged in the next phase of its energy procurement process, known as the Long-Term 2 Request for Proposal (“LT2 RFP”). The LT2 RFP represents the largest competitive energy procurement in the province’s history, focused on generating affordable electricity. Specifically, the LT2 RFP aims to secure reliable electricity supply that responds to Ontario's energy needs emerging in 2029-2030.
Project developers are required to obtain written confirmation of municipal support for energy projects within municipal boundaries. The required evidence of municipal support is mandatory with proposal submission for the LT2 RFP.
The IESO requires project developers to engage early with municipalities to understand local requirements. Engagement will occur during different steps of the process, including pre-engagement confirmation, request(s) for Municipal Support Confirmations (MSC), and post-contract municipal approvals. Successful completion of one step does not guarantee that municipalities will provide local support or approvals in later steps.
Objectives
The purpose of the Process Protocol is to:
Ensure a minimum amount of information is available and provided to the municipality and the community prior to the consideration of an MSC request by Council;
Create clarity to ensure that proponents understand municipal expectations regarding community engagement;
Provide Council with information related to requirements from the IESO which they are to confirm/support as part of an MSC.
Key Steps in the LT2 Protocol Process

1. Pre-engagement Confirmation with City staff and Ward Councillor
No later than 60 days before the final proposal submission deadline.
2. Public Notification
No earlier than 14 days and no later than 20 days from the date of mailing the notice or publication.
3. Request for Municipal Support Confirmation submitted to staff
Following confirmation of public notification being given.
4. Community Information and Comment Session
Date to be determined for each project
5. Request review by City staff
Immediately following Step 3
6. Report to Standing Committee and Council on MSC request
Follows legislative agenda for standing committees depending on project location. Report goes live approximately 10 days in advance of the committee meeting
7. Council decision on MSC requests
Follows legislative agenda for Council meetings based on standing committee date
8. Submission of the Proposal to the IESO and Contract Issuance
Follows the IESO’s established timing windows for the LT2 procurement
9. Municipal and Provincial Approvals Process
Follows the announcement of contract awards by the IESO.
